queue activation monitor (how smart is it?)

just look'n for a little understanding here...

if I have a queue w/activation and (1) reader setup...but I see the reader isn't keep'n up very well and queue is beginning to accumulate rows...

now i'll go in and alter the queue and add a few more readers...say bump it to (3)...

let it catch back up and then return the readers back to (1)...

but when I alter the q back to (1) reader there are still...say (3) activated procs running...will the activation monitor understand that it needs to wait till all running procs (3) are done before it'll activate a new proc!? That is, if the activated procs drops to (2), will the activation monitor launch a new proc if a msg arrives even thuo it would put the activated procs back up to (3)? Or is it smart enough to wait for all activated procs to finish before launching.
